Administrative machinery needs repair !
In my view, there is not a single political leadership that does not want to benefit the people.

Chief Minister Uddhav Thackeray also took a step to ensure that the complaints of the people about the administration do not remain, the disposal of complaints should be expedited .. But many such steps have been taken, has anything happened to them? So now, it is necessary to plan two accountability-assurance measures for administrative efficiency: at the local level, as well as in the ministry !

12 weeks to go before Chief Minister Uddhav Thackeray takes over as the Chief Minister of the state, the intimacy of the administration may have begun to be felt. Many veteran leaders of the state, on the strength of their experience and vision, worked to make Maharashtra the leading state in the country. Now, having a leader with a political legacy like Uddhav Thackeray, along with the benefits of experience and foresight, can be another benefit for the state. After taking over as the Chief Minister, Uddhav Thackeray has started the Chief Minister’s Office at the divisional level to solve the problems of the people immediately and has expressed his sympathy towards the citizens and it should definitely be welcomed.

There are many government schemes, programs, laws, rules to make the people of the state happy and there is a mechanism of about 19 lakh to help the Chief Minister in their implementation. 56 to 58 % of the state’s revenue is spent on this system. There is a rumor that the administration of Maharashtra is an effective administration and instead of commenting on it, Chief Minister Uddhav Thackeray himself will have a real experience. I have only two reasons to write to Chief Minister Uddhav Thackeray. Neither of those reasons is based on narrative or any theorem. They are based on my 34 years of practical experience and observations in administration.

There is not a single political leadership that does not want to benefit the people. Everyone has a great affinity for it and they strive for it in their own way. For example, there have been several attempts in the past to ensure that the public does not have to complain about their work so that complaints are not left unanswered or that complaints are expedited. Broadly speaking, the officers are ordered to stay at the headquarters on certain days of the month to meet the people and resolve their issues, to set aside a time to meet without an appointment, Democracy Day, Right to Information Act, Prevention of Duplication Act, Service Guarantee Act, p. M. Portal, c. M. Portal, Guardian-Secretary etc. Whether all this has really reduced the number of grievances or helped in expeditious disposal of grievances and whether the public is now fully satisfied, needs to be researched and some statistics need to be put together. I don’t know when such statistics came out. Probably, the result of all this may not be as expected as Uddhav Thackeray became the Chief Minister. I am now suggesting only two concrete solutions to all this.

The first suggestion is for the smallest geographical area in rural or urban areas – for example in the constituency of Panchayat Samiti or Corporator State government, location in such a small size area That all the officers and employees of the self-governing bodies who are working in the last phase should be made an independent administrative unit and administrative arrangements should be made to solve all the issues, public facilities, public problems, personal issues related to the development of the citizens of that constituency. This ‘unit’ can be created without any additional provision of money. Such a unit can be started immediately and the people of the state can feel the winds of change for a week. Of course, this kind of experiment was actually started by me as the Chief Executive Officer of the Zilla Parishad and the Pune Municipal Commissioner. But unfortunately the experiments stopped because the officers after me did not understand its importance and seriousness and did not have the support of the government. Of course, although this concept cannot be elaborated in detail here, it can certainly be many times more effective than all the activities mentioned above (Democracy Day, Headquarters – Day).

The second suggestion is that administrative apathy causes immense loss to the people along with the troubles caused to the political leadership. Farmers committed suicide in the state, there were cases like Dharma Patil and Sudam Mundhe. The political leadership has to face the masses and the media in case of major road accidents or floods on the Savitri River or floods in the rainy season which result in loss of life or flooding of slums and unauthorized constructions. But the administrative leadership remains anonymous. In fact, if the administrative leadership pays close attention to whether all matters in the state are strictly implemented or not, then Maharashtra has the potential to join the ranks of other developed countries. For this, the Chief Minister now needs to tighten the loose nuts and bolts of this administrative device. These loose nut-bolts make it clear that the machine is leaning towards inefficiency. It is the responsibility and responsibility of the Secretary of the Ministry to ensure that every scheme, every section of the Act is strictly implemented. Unfortunately this does not happen. To my knowledge, there are instances where some secretaries have reviewed the implementation for the last 40-50 years. Miracles can happen in the state if these big nut-bolts start tightening first. At the same time, as some of these nuts and bolts have been marketed as external glitter, although they are ineffective in the eyes of the state, they are frequently used in this machine and the state suffers the opposite. If Chief Minister Uddhav Thackeray takes a firm stand on this shiny nut-bolt, then I am sure that the strength in the administration will definitely increase. Chief Minister Uddhav Thackeray has written these two words for the sole purpose of being the ‘Successful Chief Minister’ of the state and for the state to develop more rapidly.
